Set in the mid-nineteenth century, ten-year-old Irish immigrant twins William and Annie O'Shaughnessy are new to St. Louis. They are frequently awoken at night by the sound made by a strange African-American man who wanders the streets ringing a bell. This eerie nightly occurrence does not dissuade them from leaving their neighborhood one day for an adventure in St. Louis.  But their visit does not live up to expectations as the twins get lost. Should they take their chances with a man whom some have said to be crazy, even a murderer?
